Golden State Property Management wants to keep you informed on key legislative developments that impact our industry. The California Apartment Association (CAA) is currently urging Governor Gavin Newsom to veto a bill that could impose expensive air conditioning mandates on rental properties across the state.

The proposed bill, AB 2684, introduced by Assemblyman Isaac Bryan (D-Los Angeles), would require local governments to update their hazard mitigation plans to address extreme heat by January 1, 2028. While the intent of the legislation is to protect tenants from extreme heat, the CAA has expressed concerns that it could result in costly retrofitting mandates for older buildings, which may not have the capacity to support modern air conditioning systems.

In a letter to the governor, CAA’s Executive Vice President of State Public Affairs, Debra
Carlton, noted:

“We believe there are other appropriate ways to bring down indoor temperatures, but a building’s electrical system and cost barriers must be taken into consideration.”

The primary concern is that local governments may react to the extreme heat regulations by requiring air conditioning installations in older buildings, a solution that would be financially and technically challenging for many property owners. The CAA has advocated for a more feasible approach, urging lawmakers to align the bill with AB 209—a 2022 law requiring the Department of Housing and Community Development to develop practical policy recommendations for maintaining safe indoor temperatures by 2025.
